Program and Policy Evaluation
RealWorld Systems conducts program and policy evaluations that result in practical and usable recommendations. Given that several of our consultants have worked for funders – including Dr Gillian Kerr, who was Vice-President of United Way of Toronto – we understand the political and policy framework for decision-making. An important feature of our approach is our involvement of the various stakeholders in the many phases of decision-making in a project. We develop processes and mechanisms that solicit wide-ranging perspectives and incorporate these into our analyses. These processes lend our findings and recommendations credibility with multiple stakeholders. We start every project with an analysis of the context and the user requirements. As a result our process and outcome evaluations produce information that has real and lasting practical value. For examples of our work, see 'Sample Projects' , which describes a review of settlement services for Citizenship and Immigration Canada, a national study of technology needs among nonprofits for Industry Canada, and a study of technology investments in Ontario settlement agencies, including an analysis of the total cost of ownership for technology in nonprofits. Other RealWorld Systems projects have included the development of evaluation frameworks and logic models for funders in the government and nonprofit sectors.
